Why are pensioners who are still married to a working partner punished with a reduced pension when they have w?

If a man is married to a partner who is still working his pension is reduced drastically. eg; My wife earns $32000 per year and my pension is reduced $220 per fortnight. They call that FAIR. People who have never worked get the full amount, unemployed get nearly double. And polititions think they are good.
