Here's a novel idea: All people follow the same rules and regulations, regardless of socio-economic status

if it means the inner city schools get the same wealth the suburban schools do, then i'm for it. but until then, our schools have to use the textbooks from the 1960's and reuse the back sides of papers for worksheets since they can't afford new paper. or copies for that matter. or computers. or quality teachers, hense a poor quality education. so there goes the college opportunities which would lead to a better income and that great quality of life you're talking about.
