Start with a full coverage foundation, an affordable and easily accessed one is Revlon ColorStay, then use a concealer, from personal experience M.A.C. Studio Finish Concealer is amazing, I wouldn't recommend their foundations but for concealer this one is definitely a must have. Afterwards set your make-up with face powder and setting spray to keep all of your concealing work in place!
