How to correct "unresponsive" or stubborn behavior in my german shepherd?

Change your demeanour. He's not listening because he doesn't believe you. He see's you as a phony. Use a calm and firm attitude when training. Don't train when your frustrated, angry or upset. He will pick up those vibes.
