What Should I Do About Myt Friend's Dog?

My friend owns a 4-year-old er Spaniel that misbehaves so much. She jumps all over and is very hyper active. My friend's parents call the dog "Stupid" and such things. The dog has a medium sized yard but, the family rarely ever takes her on walks. My friend's mother gave birth to a baby girl in September so I think that may have something to do with it. I was over at her house and the dog, Amis got through the baby gate at the top of the stairs and peed. I thought her mother was going to have a stroke. If The Dog gets up on the couch she will get hit on the super hard. When I go over to my friend's house i can't even stand to llok at the because its so sad to think of the dog's situation. I just want to steal her and give her a good home with better training. Thanks!
